OAK RIDGE NORTH POLICE CRIME ACTIVITY REPORT
On 07-03-10 at about 0245 hrs. I, Officer W.B. Rogers (2715), was on routine patrol at Hanna and Robinson. It was night time. I observed a maroon Chevy Suburban (SUV) travelling northbound on Hanna approaching Robinson. I was southbound on Hanna at Robinson. The Chevy had it's highbeam headlights on as I and other vehicles were approaching it from the front. I flashed my highbeams in an attempt to get the driver's attention so they would dim their highbeams. The driver of the Chevy failed to dim the highbeams. I passed the Chevy and turned around to pull in behind it. I then noticed a completely handwritten registration paper (fictitious) affixed to the rear bumper that was obviously not valid in any way. I activated my emergency red/blue lights and performed a traffic stop on the Chevy at Robinson and Hanna. I approached and identified the driver as David Morton Sawyer (W/M; dob: xxxxxx), he identified himself with Texas picture driver's license # xxxxxx. I also identified the right front passenger as Matthew David Weenig (W/M; dob: xxxxxx). Matthew advised he had drank a large amount of alcohol just prior to my contact with them, therefore he was not driving. The MVI inspection sticker displayed on the Chevy also showed to be expired (02/07). I checked David's name and date of birth through TLETS and learned his driver's license was expired (07-02-06) and at the time of expiration it was not valid. There were six active suspensions on his driver's license. David did not have any proof of insurance, and there was no insurance on file in the state database for the Chevy. Per ORNPD policy, since David did not have insurance for the Chevy and his driver's license was invalid the Chevy was inventoried, and towed by Quick Tow to 28075 Robinson Rd. (see tow slip). While inventorying the Chevy I discovered on the floorboard near the driver's seat a small clear plastic baggy containing a white powdered substance that appeared to be cocaine. I can recognize cocaine due to my training and experience as a police officer. I asked David what was in the baggy and he replied "cocaine". I then asked him who's cocaine it was and he replied "it's mine". I then restrained David in handcuffs and placed him under arrest at about 0321 hrs. for Possession of a Controlled Substance (cocaine / PG1). I then placed him in the rear seat of my patrol car and continued inventorying the Chevy. I then discovered on the floorboard near the center console a clear plastic baggy containing an obvious amount of a green leafy substance that appeared to be marijuana. I can recognize marijuana by sight and smell due to my training and experience as a police officer. I then read David the Miranda warning. He waived all of his Miranda rights. I then asked him if the green leafy substance in the second bag was marijuana and he replied "yes it is". I then asked him who's marijuana it was and he replied "it's mine also". The suspected cocaine was field tested with a NIK test kit and it tested positive for cocaine. The marijuana was field tested with a NIK test kit and it tested positive for marijuana. Matthew called an acquaintance to respond to the scene and give him a ride home. I then transported David to MCSO jail without further incident. The cocaine was weighed on an Ohaus triple beam balance and it weighed 0.6 grams. The marijuana was weighed on an Ohaus triple beam balance and it weighed 24.5 grams. David was issued citation # 8001607 for the following violations: Fail to Maintain Financial Responsibility; Driving While License Invalid; Motor Vehicle Inspection Violation; and a written warning for Fail to Dim Headlights - Meeting.
On 07-04-10 at about 0108 hrs. I, Officer W.B. Rogers (2715), was on routine patrol at IH45 SB Feeder at Lake Robbins when a blue Honda Civic (2 door passenger car) made an abrupt lane change in front of my patrol car without signalling and in a reckless manner. I activated my emergency red/blue lights and performed a traffic stop on that vehicle at that location. The Honda was bearing Texas license plate # 107GMM. I approached and identified the driver as Luigi Frank Centonze (W/M; dob: xxxxxx) by Deleware ID# xxxxxxxx. I checked Luigi's name and date of birth through TLETS and he showed to have warrants through MCSO for a Capias - Hit and Run Accident Involving Damage to Vehicle >= $200 (warrant # 10-258382). I confirmed the warrants through MCSO. I then took Luigi into custody for the outstanding warrant and transported him to MCSO jail without further incident. The Honda was released to the passenger, Julia Reino-Manso (W/F; dob: xxxxxxx). End of narrative.
On 07-02-10 at approximately 2047 hours, I, Officer C. Miller, was patrolling the 27000 IH 45 N (AMF bowling center) parking lot and observed a red Ford LL, TXLP#Z67-BDG, with 4 w/m's inside of it. The vehicle was parked in a dark location and in the farthest, most east, parking space away from the feeder road with no other vehicles around it. I observed this to be suspicious as vehicles in this parking lot are burglarized on frequent occasions and this occupied vehicle had much closer parking opportunities. As I approached the vehicle in my marked patrol vehicle, the 4 w/m's immediately exited the vehicle and began walking towards the AMF bowling center at a fast pace. I parked my marked patrol vehicle, exited, and advised the w/m's to stop. The w/m previously in the driver's seat was identified by TXDL#xxxxxx as Alexander Kretchmar w/m dob xxxxxxx; the w/m previously in the front right passenger seat was identified by name and dob as Christopher Friedman w/m dob xxxxxxx; the w/m previously in the back right passenger seat was identified by name and dob as Patrick Green w/m dob xxxxxx; the w/m previously in the back left passenger seat was identified by TXDL#xxxxxxx as Erik Ducey w/m dob xxxxxxx. While speaking to the minors I smelled the strong odor of an alcohol beverage emitting from their breaths and persons. I observed Friedman to be holding a styrofoam cup containing a liquid. I asked what was in the cup and smelled the liquid. I smelled the strong odor of an alcoholic beverage and Friedman stated it is vodka. Kretchmar signed a written consent to search form and advised there was more liquor in the vehicle. I retrieved a glass bottle of an alcoholic beverage, vodka, in the rear center seat which was located between where Ducey and Green had previously been sitting in the vehicle. I also retrieved 2 other alcoholic beverages mixed with orange juice that were located in the front center console of the vehicle between where Kretchmar and Friedman had previously been sitting. The parents of each of the minors arrived on location to take custody of their child. Due to all 4 minors knowingly being in possession of alcoholic beverages inside of the vehicle, all 4 were issued citations for minor in possession of alcohol. Kretchmar was issued ORNPD citation#422050 for minor in possession of alcohol and was released on scene to his mother. Friedman was issued ORNPD citation#422052 for minor in possession of alcohol and was released on scene to his mother. Green was issued ORNPD citation#422051 for minor in possession of alcohol and released on scene to his mother. Ducey was issued ORNPD citation #422049 for minor in possession of alcohol and released on scene to his mother and father. The alcohol was destroyed on scene.
On 07-04-10 at approximately1734 hours, I, Officer C. Miller, turned west on Robinson Rd through the Hanna intersection. A black Chevy, TXLP#06Z-FJ9, traveled the same direction through the intersection in front of me. I checked the vehicle license plate for insurance confirmation and my MDT showed the vehicle had unconfirmed insurance through TXDPS and did not have a match within the last 45 days. I stopped the vehicle in the 27300 block of IH 45 N for unconfirmed insurance. I made contact with the driver who was identified by TXDL#1xxxxxx as Stidham, Blake w/m dob xxxxxx. Stidham advised me he did not have insurance for the vehicle. MCSO advised me Stidham had a suspended drivers license for no insurance. Due to the vehicle not having insurance and the driver not having a license, the vehicle was towed by Cody's to 28075 Robinson. Stidham was issued ORNPD citation#422056 for no insurance and driving while license invalid.
On 07-04-10 at approximately 2043 hours, I, Officer Teske, and Officer Craig, were on bicycle patrol. Sgt. Libby advised there were several vehicles parked on Woodson at the IH 45 North Feeder Road that were causing a traffic hazard. We arrived in the area and observed several vehicles parked on Woodson in the EB lane facing west. Due to the high volume of traffic for 4th of July Festivities in the area, the parked vehicles were causing a major traffic hazard. Vehicles turning EB onto Woodson from the Feeder Road were unable to pass by the parked vehicles. Sgt Libby, Officer Craig, and I attempted to locate the owners of the vehicles to have them move their cars. We were unable to locate the owner of a silver Volkswagon displaying TXLP# BL7B463. The Volkswagon was parked facing traffic and sticking out approximately two feet onto Woodson. The vehicle was towed by Quik Tow and was stored at 28075 Robinson Road. The registered owner of the vehicle is Lisa Furry or Matthew Furry, 6 Outer Vale, The Woodlands, Texas.
On 07-05-10 at approximately 2318 hours, I, Officer Teske, observed a blue Kawasaki M/C, displaying Florida LP# 55716K, traveling WB on the Woodlands Pkwy Overpass. The license plate (registration) displayed on the motorcycle showed to have expired 08/2006. I ran the license plate/registration on my MDT and the return showed the license plate expired 8/2007. I stopped the motorcycle for expired registration on the Woodlands Pkwy Overpass. The driver was identified by class C TDL#15588697 as Homero Bolanos w/m dob xxxxxx. Bolanos advised that he just recently got the bike out of the shop and he has not had a chance to get insurance. He advised me that he has never driven the motorcycle since the registration expired. A check on my MDT revealed that he was stopped on this same motorcycle in 2008 by an MCSO Deputy. A check of his TDL revealed that Bolanos's DL was currently suspended. The motorcycle was towed by Cody's Wrecker and was stored at 28075 Robinson Road. Bolanos was issued ORNPD citation 8001613 for Display Expired License Plates/Registration, Driving While License Invalid/Suspended, and No Insurance. Bolanos was released from the scene on foot.
