Motor Vehicle Crash involving a Bicyclist Ends in D.U.I. Arrest; Assault by Auto Charges
Lower Township - On Wednesday, May 1st 2019 at approximately 10:40 p.m. the Lower Township Police Department Patrol Division was dispatched to the area of Bayshore and Fulling Mill Road in the Villas section of the township for the report of a motor vehicle crash involving a bicyclist. 
Patrol Officer Thomas Shough arrived on scene first to find that the man riding the bicycle had sustained a serious injury to his right upper arm.  Patrol Officer Shough quickly gathered pertinent information and radioed to other responding officers and Cape May County Dispatch that the vehicle involved left the scene; described as a dark colored pickup truck.  Patrol Officers Jason Felsing and Austin Craig were en route to the crash scene from the area of Bayshore Road and Charles Street, North Cape May, when a dark colored pickup truck passed them heading south bound on Bayshore Road.  They initiated a motor vehicle stop of the truck and found damage to the driver’s side of the truck that was consistent with the ongoing crash investigation.  The driver of the truck was identified as Sun O. Payne, a 55-year-old female, who resides in the North Cape May section of the township.  Ms. Payne was administered standard field sobriety testing, and as a result was placed under arrest for driving while intoxicated. 
She was transported to Lower Township Police Headquarters, where she was processed and issued multiple motor vehicle summonses:  Title 39:4-50 Driving While Intoxicated: 39:4-129(a), Leaving the Scene of an Accident; 39:4-130;  Failure to Report an Accident; 39:4-81, Failure to Observe Traffic Signals. She was also served a criminal summons for Title 2C:12-1.1 Knowingly Leaving the Scene of a Motor Vehicle Accident Resulting in Serious Bodily Injury, a third degree offense; and Title 2C:12-1C(2) Assault by Auto while in violation of Title 39:4-50 that resulted in Serious Bodily Injury, a third degree offense.   
The victim was transported to Cape Regional Medical Center for treatment of his injuries.  However, due to the seriousness of his injuries he was quickly transferred to the AtlantiCare Regional Medical Center City Division. The victim was reported to be in stable condition. Investigation continues.
