Police Department Employees Honored

The 41st annual Police Appreciation Breakfast was held this morning at the Newport Beach Hyatt Regency Hotel. The event was hosted by the Newport Beach Chamber of Commerce and sponsored by Wells Fargo Bank. Members of the Police Department were honored at the banquet attended by City Staff and Community Leaders.

Nominations for the Police Department Annual Awards are collected by committees for each award category. Members of the Police Department who receive award nominations are discussed among committees and recommendations are submitted to the Chief of Police for consideration. The following members of the Police Department received recognition in the following categories:

Officer of the Year - Officer William Hume
Supervisor of the Year - Sergeant Joseph Short
Civilian of the Year - Crime Prevention Specialist Kathy Lowe
Reserve Officer of the Year - Reserve Officer George “Chip” Cuthbert
Volunteer of the Year - Volunteer Joel Gerson

Award of Merit – The following Officers received the Award of Merit for saving the life of a barricaded subject who was attempting to harm himself. Officers responded to a call of a barricaded subject who was threatening to harm himself. While officers were developing a tactical plan, the subject produced a large knife and began assaulting himself. Officers were able to safely restrain the suicidal subject and administer lifesaving first aid, thereby saving his life.

Lifesaving Award – The following Officer received the Lifesaving Award for saving the life of a subject who had been reported missing and was possibly suicidal. The Officer utilized exceptional investigative skills and with the assistance of the Costa Mesa Police Department, located the despondent missing person, unconscious but breathing, at a Costa Mesa Motel. The individual was resuscitated and transported to Hoag Hospital where she recovered from her injuries.

Lifesaving Award – The following Officers received the Lifesaving Award for saving the life of a suicidal subject. Responding Officers located the victim in a locked garage where she was attempting to take her life through Carbon Dioxide poisoning. Without regard for their safety, Officers entered the poisonous environment, mitigated the affects, and initiated first aid on the barely breathing victim. They continued their lifesaving efforts and assisted Newport Beach Fire Department paramedics in transporting the victim to Hoag Hospital where she made a full recovery.

Lifesaving Award – The following Officers received the Lifesaving Award for saving the life of a suicidal subject who had barricaded himself in a residence while armed with a knife. Responding Officers devised a tactical plan, entered the residence, finding the victim suffering from violent, self-inflicted stab wounds. They immediately initiated lifesaving first aid and with the assistance of the Newport Beach Fire Department paramedics, transported the victim to the hospital where he survived his injuries.

Lifesaving Award – The following Officers received the Lifesaving Award for heroic actions while attempting to save the life of a drowning victim. The Officer responded to a call of a drowning victim at a hotel and immediately identified a female guest on the bottom of a hotel pool. The Officer recovered the victim from the bottom of the pool and with the assistance of a second Officer immediately began CPR in an attempt to resuscitate the victim. The victim was transported to the hospital by the Newport Beach Fire Department paramedics but tragically, did not survive.

Lifesaving Award – The following Officers received the Lifesaving Award for saving the life of an arrestee in the Jail who was attempting to take his life. While conducting routine custodial duties Custodial Officers discovered an arrestee who was preparing to hang himself inside his cell. They immediately responded, negotiated with the suicidal subject, and safely restrained him until he could be evaluated by mental health officials.

In addition to the awards received by members of the Police Department, four member of the Orange County District Attorney’s Office were recognized for the successful prosecution of a 17 year old homicide case, the murder of William McLaughlin. Recognized with a Chief Citation were Senior Deputy District Attorney Matt Murphy, Senior Investigators Susan Frazier and Larry Montgomery and Paralegal Dena Basham.
